I. POSITION SUMMARY
Describe the basic function/primary purpose of the position.
The Compliance Manager III is primarily responsible for executing the BSA/AML & OFAC Risk Assessments with primary responsibilities within Santander Bank, N.A (SBNA). This includes the assessment of risk posed by customers, geographies, products, services and channels, external AML events and typologies, determining the effectiveness of associated controls to mitigate those risks and recommending enhancements to mitigate out of tolerance risk.
II. PRIMARY DUTIES & RESPONSIBILITIES
List the position's primary duties or major accountabilities in 7-10 concise, comprehensive statements. All job duties are performed in compliance with applicable laws and regulations.
Conduct annual and ongoing / adhoc BSA/AML & OFAC risk assessment activities in accordance with BSA/AML & OFAC risk assessment methodology, assessing the level of BSA/AML & OFAC risk posed by all SBNA business line activities and the effectiveness of their controls.
Conduct as requested by the SBNA Chief AML Officer risk assessments focused on new/emerging risks, typologies and red flags, and in response to cross-border and geo-political events including review and preliminary disposition of potential name/party matches transactional activity identified.
Assist and support the annual SBNA Anti-Bribery/Anti-Corruption risk assessments
Conduct SBNA AML Operational Risk control self-assessment
Develop SBNA AML and OFAC material risk statements
Recommend control enhancements to mitigate out of tolerance BSA/AML & OFAC risk identified via risk assessment activities across SBNA; track recommended enhancements and validate completion of action plans.
Continuously enhance the BSA/AML & OFAC risk assessment methodology and process, recommending process changes and improvements to ensure it is executed in accordance with regulatory expectations and industry standards.
Maintain complete and comprehensive documentation supporting SBNA BSA/AML & OFAC risk assessments results.
Execute and deliver annual and adhoc Group AML and Sanctions risk assessments including all templates and reporting
For SBNA act as a “second line of defense’, providing guidance, working with various lines of business and communicating expectations to senior bank management in terms of BSA/AML & OFAC risk assessment results.
Liaise with internal audit, regulatory examiners and other third parties responsible for assessing the Bank’s BSA/AML & OFAC risk assessment process.
For SBNA assess the potential BSA/AML & OFAC risks associated with new business initiatives, products and process changes.
Act as a key contributor to various SBNA workgroups to ensure that BSA/AML & OFAC risks are appropriately monitored and mitigated including identifying need for conducting a risk assessment.
Maintain and periodically update the US country risk rating methodology.
Ensure emerging BSA/AML & OFAC risks are identified, analyzed and managed across SBNA.
Assist in various Santander US level risk assessments as directed
Identify the minimum education, experience, etc. required for this position.
Education: F-Bachelors or Equivalent
License/Certificates: Professional certifications such as CAMS or CRCM desirable.
Experience - At least 7 years.
Technical Qualifications - Bachelor’s Degree or equivalent; 7+ years of BSA/AML/OFAC, banking compliance, or risk assessment experience.
IV. SPECIALIZED KNOWLEDGE
Identify specific knowledge, skills, and abilities necessary for satisfactory execution of the position's primary duties & responsibilities.
Prior experience with BSA/AML & OFAC risk assessment and thorough knowledge of BSA/AML & OFAC banking laws and regulations.
Strong organizational skills, including ability to prioritize several initiatives at a time and work under tight deadlines.
Ability to develop and maintain close working relationships with multiple different business areas.
Excellent oral, written and presentation skills.
